Automation of Stamps & Registration

Introduction

 
  1. Automaton is the computerized procedures, Activities; Routines are to be performing by computer to accomplish specified task/business to obtain required objectives.

  2. Automation enhances 0ffice working capabilities of staff by performing Computer based procedures of work.

  3. Automation provides quick & accurate result of work for decision making.

Functions

  1. Verify that Revenue Stamps affixed on a document are correct as per valuation list currently in effect under the Stamp Act.

  2. Automate Stamp Revenue collection, Distribution of Stamps and Demand Generation processes for improved inventory management and cost control.

  3. Record all legal documents placed for registration at the Sub- Registrar offices on behalf of the document owner.

  4. Collect and maintain statistical data about registered and Non-Registered documents.

  5. Monitor Non-registered documents of various economic sectors like Insurance, Banks, Stock Exchange and Customs.

  6. To produce meaningful Management Information Reports (MIR) for timely and effective decisions resulting in enhanced revenue..

Present Status

  1. Automation of Stamps & Registration an approved scheme have been established in financial year 2004-5 for the computerization of Registration & Stamp collection to make better and transparent revenue generation of the stamps & Registration.

  2. The Scheme initially was started as pilot project at Karachi & Hyderabad offices, which is now successfully completed & implemented at both Karachi & Hyderabad offices as well as at SRO offices.

Future Plan

  1. After completion of pilot offices at Hyderabad and Karachi, the project will be spread all over the Sindh province.

  2. At present Government of Sindh financing the project/scheme.

  3. Necessary funds will required to spread the project up-to 21 Districts, including Taluka level offices for the implementation of the Automation of Stamps & Registration Project.
