Katcha Land

Introduction

  1. The Government has accorded highest priority for the masses inhabiting in the backward regions of the provinces and provide the basic facilities, restoration of law and order situation, survey of the Katcha areas of the country especially in the province of Sindh and to  uplift the livelihood of the masses and improve the financial conditions of the citizens. It also meant to provide the security and credit facility for farmers of Katcha.

  2. Recovery and settlement wing was created in the year 1992-1993 in the Board of Revenue Sindh to implement the directives of Prime Minister of Pakistan in respect of disposal of Katcha Land to the landless Haries of  Sindh. This Wing continued till 1997 when the same was converted into Special Cell for distribution and development of State Katcha Land in the Province. The un-allotted Katcha Land, available for disposal, as reported by the respective D.Os(Revenue) upto 21-4-2008 is 110222-03.

  3. For the purpose of distribution of Katcha land  Government of Sindh, in the Land Utilization Department notified a policy on 25.1.1993, converting the earlier policy of allotment on tenure basis into the permanent grant amongst:  (i) Muhagedars (ii) Small Khatedars and (iii) Landless Haries in the (14) Districts of the Province from where the Indus River passes. However, the Katcha Land allotment policy was reviewed during the year 1997 and notified. Pass Books were also allowed and issued to the khatedars, for improving loans/credit facility from the scheduled banks.

  4. As per practice the katcha area were allotted under the supervision of Mebmer katcha. The Katcha land was allotted through (defunct) Deputy Commissioners and later on DOs (Revenue) of the districts. Grants allowed/ grant papers or deed of conveyance were issued from the katcha land section BoR, as per policy of 1993 and later on under the amended katcha land policy 1997 till imposing the ban on disposal of Katcha land by the than Minister for Revenue Department.(2004)

  5. It is worth while to mention that after issuance of the notification No. PS/MBR/LU/154 dated 23.6.2008 issued by the Land Utilization Department, Board of Revenue, Sindh, the katcha section has never been consulted at any stage and the instructions are being passed by Land Utilization Department to the District Officer’s (Revenue) in the concerned districts and there is no role of katcha land section under Member (R & S), Board of Revenue, Sindh. The matter was thoroughly discussed with the than Member (LU) but with no results as yet.
